I sometime mistake "CA" for Canada rather than California, but then what's the difference?

Doesn't the UC system have its own budget and books, off the state balance sheet? I believe they receive a mandatory amount every year from the state, but also have their own endowments and for-profit properties. If so, we can see where/how to make some economic reforms in this state. The state shouldn't run a multi-billion dollar deficit while the UC system is sitting on billions in surplus.
