We all know that ILLEGAL immigration is against the law and your quoting the Constitution brings up an interesting point - why can't enough of us get together and sue our representatives for not enforcing regulations concerning illegal immigrants? Their inaction is threatening the very existence of our country. One possible way to get the Supreme Court involved would be the disenfranchised voter angle - since with many illegals are voting thanks to the motor vehicle registration loophole, they are watering down our votes by not being citizens and voting in our elections.
SA, being a military town and having a large Hispanic pop., is a perfect place for illegals to blend in. They have become a 'sanctuary' regardless of the laws.
These sanctuary cities won't hesitate a Mexican minute to whine for federal taxpayer money if/when their local social servce budgets are drained by these "disadvantaged" people.
Some of these cities may already have their hand out, saying "It's a failure of the federal government to secure the border, we deserve to be reimbursed.".

One-third of West Side residents have no more than an eighth grade education.
