The theory of silver iodide seeding says that if you disperse particles in the cloud, water vapor will condense into droplets, producing rain. Old technology, tried in America in the 1950s.The theory that it's impossible to control the weather simply says that you cannot predict the weather, so you cannot know the effects of (what you fondly hope are) your interventions. You seeded and it rained? Great! Would it have rained more if you hadn't seeded? You really don't know.
The Chinese have a can-do attitude right now. We have too many people thinking of reasons why something can't or shouldn't be done.
