He then ran as president as a conservative, governed as a conservative (despite a mostly democrat congress) and then won a second election in a landslide with 49 states (out of 50, in case you needed some perspective).
I'm not sure people can really say that Reagan governed as a "true" Conservative when President. From a fiscal Conservative standpoint, (social spending, running up the deficit, some of his tax policies, etc) he probably wasn't.
The thing is, since everyone KNEW that Reagan was a true Conservative, they saw his more centrist (if not Liberal) policies as tactical moves to support an overall strategic advancement of Conservatism ...

For most of Reagan's two terms, he had to deal with an overwhelmingly Democrat Congress. His tax cuts doubled revenue to the Treasury, but Dem spent $1.83 for every dollar that Reagan's cuts brought in.
A lot of Reagan's spending was to rebuild the military and to win the Cold War without firing a shot. Peace through strength and outspending the commie bastards worked to the world a safer and better place.
Reagan was not perfect. His amnesty was one of the most egregious policies, but it should have served as a warning not to do it again. Sadly Senor Jorge Arbusto wants to emulate Reagan's biggest downfalls, but not his greatest successes.

(Dems = pneumonia. RINOs = flu. Both can kill, but many folks underestimate the threat from the flu.)
