Despite the absence of breathalyzer test results or another chemical test's results to indicate the presence of alcohol or mind-altering drugs in his blood stream at the time the lad was "pulled over by the police" (har!) as his vehicle smashed into the concrete barrier, the prosecutor can still choose to charge the tardy voter with operating a vehicle while intoxicated or while impaired. This would be based upon the underprivileged lad's physical demeanor and appearance as witnessed by the hard line cops (umhmm) who tagged him with traffic infractions, plus his subsequent public admissions that he was effectively under the influence of his "prescribed" medication.
