The Fleischer Bros. cartoons from the WWII era did a good job of capturing the look and feel of the Sigel and Schuster comic books.

The first one was but the second was a theater feature. It was on TV several years ago but I had to go to work and missed all but the first 15 minutes where the inner earth men come out of an oil well.
