A consumption tax taxes spending, not income. What you earn and save remains untaxed. You do take home a bigger paycheck since NONE of your money is withheld by the government. The government only receives the money when you spend it.

OK, My Mother is 81, she gets about 18k in SS and a small pension, she spends it all just to get by, I know because I do her taxes ( only to get her the property tax rebate).
She currently pays zero in income tax.
In Michigan the fair tax would prebate the taxes to about 12k, she would be taxed 30% on the extra 6k that wasn't covered.
Do the math.
