Have you seen people in poverty?? They don't spend.
Whether it's people on a fixed income or those who don't have an income.. they don't spend unless it's completely necessary. ANY sort of a prebate would be welcome.
By the way, I see your bias in the comments like "fairy tax". Are you still keeping an objective eye to the facts or are you just running your position into the ground?

The prebate would be welcome to them, the freaking 30% tax on every dime they spend wouldn't!
Sorry, but lots of older persons on a fixed income make much more than the prebate level, and they spend all they get to pay their bills and survive. Many pay zero in income tax now, explain how they would benefit from paying an extra 30% on every dime they spend?
