Remember The executive branch sets the hiring criteria.
Those 'true believers' get hired and advanced up the GS ladder by not only advancing that agenda themselves BUT also by forcing & intimidating others to do so. In roughly 10 years ( equivalent to the length of time Clinton and his kind were in office.) these 'true believers' would be in middle to upper middle management again to make sure more clones of themselves get hired.
Goss merely lopped of the top of the weed I am sure it is still there and going strong. A Goss would need 10 years to weed that garden.
