Great...police admin doing what they are good at; adding to the level of distrust of the public for the beat cop.

They aren't free because we laugh.......and to say so is, IMO ludicrous.
They are free because the sheeple are misinformed, lied to, flim-flammed, paid-off, lazy, etc etc..........( insert whatever makes your mop flop. )
Sure people laugh...but not because it's funny. I think many probably laugh in despair or in a sarcastic way...which is what I did towards your post.
