They are not respected.

They are a clear liability.

Extortion is the fundamental underlying principal of Mexican society. All of the interactions there can be understood in that context.
American society in large doesn't understand this at all. It's the way the world used to work - the mediaeval world. The happy little sheep of America have no idea of what is coming at them.
