Employers who knowingly hire illegals can be prosecuted and have been prosecuted.

Not easily, and not very many. It must be proven, beyond a reasonable doubt, that a company knowingly hired illegals.

It's very tough to prove, especially when the illegal has all the official papers the government says he needs.

If an employer has 100 employees and 90 of them are illegal it's pretty much obvious he knew he was hiring illegals.

Accumulations of evidence is used in prosecution everyday in the end if the jury buys that's enough.
