90 days is plenty of time for the city to sell a tiny plot of land -- including the "footprint" of the cross -- to an interested (Christian) private party who wants to maintain the landmark.
Trouble is that the sales keep getting nullifed -- WHY? If Pfizer came along and wanted the city to condemn the cross site for an office center (viz. Kelo) there wouldn't be a problem. Not even if Pfizer wanted to keep the cross there.
