That part is probably accurate, but when one of these terrorists is sent on a so-called martyr operation he usually knows beforehand that he will die in the process.
Sending someone into a market with a remote-controlled bomb attached to the underside of a van and prepping someone for three years in how to wage jihad, then subsequently sending him to the Great Satan, are two different things, IMO.
