It is a race issue, La Raza means exactly that. It's all about their tribe seizing power from a complacent, cowardly gringo America. They want the country and they're not the slightest bit embarrassed at organizing around race, unlike the cowed and beaten white native populace.

The irony is if La Raza got their dearest wish and seized power, they'd run the country right into the ground. Like Palestinians, they don't have a clue about running a country, any country. Otherwise they'd have started a revolution in Mexico a long time ago.
Is it possible that Americans are not a "cowed and beaten white native populace"? I would argue that Americans simply are not yet aware that America has a nasty boil on the body politic that will eventually have to be lanced?
