I just assumed that because they were our (US) immigration enforcement service, they were enforcing our immigration laws.
But it turns out--by their own admission--they are "neutral". I take that to mean: "business as usual".
Like a cop seeing a convenience store robbed, but standing to one side. Like Switzerland.
