The officials, who were granted anonymity so they could speak freely about something the president had not yet announced, said that the final details had not yet been set and that Mr. Bush might put conditions on the transaction to keep military technology in the United States. Two possibilities... An intentional leak of a policy direction to test the water, or a fabricated leak that the Dems will spin into being the former when it doesn't materialize.
And if true, I wonder what part Bill Clinton is playing in this...
