This is the version of helping oneself according to the AP: Lobbying the government for help and voting for those who will send in the $!

The projects dotting big city banlieues are still France's fault line, zones of poverty and lawlessness disconnected from mainstream life. The tall towers and long blocks teem with immigrants and children of immigrants.


Sounds like parts of cities in the U.S. where no English is spoken. We have a section of town just like that, you don't go there after dark.
