I'm pretty sure that the existence of Soviet 'suitcase nukes' has been thorughly debunked. Not that they didn't explore the idea, but the best they could come up with was still the size of several footlockers, and very, very heavy. And the small mass of fissible (fissile?) material meant that they would decay into ineffectiveness relatively quickly so that they would have to be 'refreshed' with new material frequently, which was a real pain, since these weapons were of course being held in reserve for decades against a time of war with the West. They just proved too impractical, and were disassembled.
A dirty bomb, on the other hand, would be easier. But it would not produce a 'Hiroshima'.
