For the last decade, University of California leaders systematically failed to disclose to UC's governing board the details of pay packages and perquisites granted to senior executives, despite policies requiring such disclosure, according to an audit released Monday.

....

At UCLA on Monday, Dynes noted that the situation was especially troubling in light of a similar controversy more than a decade ago, when UC was criticized for excessive compensation to departing executives.

....

The report noted about $23,000 in undisclosed expenses for Dynes [the current UC president

Key concept here: UC execs spent UC money on themselves and each other, without even notifying the Regents, much less the legislature or the public. Further, until this audit, the current UC president didn't even declare the extra money he got to the IRS.

So how is this not embezzelment? And how is failure to report these perks not tax evasion? Enquiring minds, such as mine, and those of other CA taxpayers, want to know.

This is a pretty good recommendation for the business schools of
the UC system.
Sounds like the ernest student could learn all the ropes of "compensation maximization".
