...to study whether it should be possible to take away a pension from a retiree who was subject to only administrative or civil punishment and not criminal prosecution.

They need to prosecute her criminally. I hope they do to make an example out of her. It would be a disgrace to allow someone to keep her pension after admitting that she deliberately disclosed classified information on multiple occasions to more than one reporter. It would be a travesty.
