Indeed it is. That inverted flag is a nice touch although it was the invader hordes that have been flying it in that manner. Of course the cartoonist wouldn't let reality interfere with this propagandistic portrayal.

The ultimate irony in that cartoon is its naive attempt to vilify supposedly racist whitey through race- and hate-baiting and unabashed slurs.
