He's head of the executive branch. He's in charge of federal prosecutors. He can order them to drop the charges, to say nothing of his power to grant reprieves and pardons.

Why on earth would he order someone to drop charges? Pardons and reprieves are another thing altogether and more in keeping with the PROPER coarse for a president to take in such situations.
