I think that's the point. We can't really know how long a person has been here, so essentially we're saying if you have the cash and think it's worth it, you can become legalized. Many won't have the cash or the price will be too steep since they don't want to become citizens here. If they do have the cash and are willing to pay it, there's a good chance these are the kind of people we want here anyway. Yes, there are always exceptions, but I think the idea has merit, especially given the alternative Congress is likely to come up with.
