Having shoot-outs Americans aren't willing to have. Their running gun battles have already killed people. Last year on I-10 in AZ, when they tried to hijack a van filled with illegals. Several were killed......but, of course, they're only killing the people that Americans won't kill (but would like to. LOL!!)
