There were no "secret underground CIA prisons" ~ or any other kind of prisons. This is a storyline straight out of the second season of "24".
And dont forget the "Law and Order: CI" episode, where hero Vince Donofrio*gag*puke* singlehandedly discovered and took down a secret prison in Manhattan..
