The one problem with what you're saying is we already have a guest worker program in H1-b by which to judge any new ones. They too can be tracked and deported with violations but as expected they're not. It's estimated there's over a million visa overstayers and it's unlikely they're going anywhere.
Now they want to expand it to include at least 12 million more? I really think there should be no debate in Congress about what to do with illegals here until we get the borders under control. Until that happens it's all just going to get worse and worse.
A few months ago Lou Dobbs refered to DHS and their figure. There were 3.6 MILLION Visa overstays that they cannot find and under 100 agents in the entire country looking for them.The head of USIS has testified before congress that their agencies cannot handle another guest worker program.

I agree that we should, RIGHT NOW, pass the border control measures. We can work on the next step after that. We should also pass new tougher laws for employers who hire illegals, and provide a (I hate to say this) new government program to make it easy for employers to check on the legal status of workers.
