Yes. Bush basically turned off internal immigration enforcement. If he had done nothing, the agencies would have kept on producing numbers similar to what they did under Clinton. Maybe someone else here knows what exactly the Bush administration did to thwart virually all enforcement of workplace immigration law. Did they disband enforcement units? Reassign them? De-fund them?
