WHY IS BUSH DOING THIS? Can someone please answer this?

First off I heard no mention of Citizenship from Bush.

1. 11-12 Million illegals will not be rounded up and frog marched out of the country under ANY circumstances (the 2 million here under 2 years will probably not be sent home either). We have to deal with the problems we have which are millions of Illegals and a hemorrhaging border with Mexico. The Border is the easy part.

2. Bush wants a program that lets them do certain jobs for a period of time then go home. I don't think he is completely happy with either the House or Senate bill.

Give them no safe haven, no place to live, no jobs, no loans, and no public assistance and they'll self-deport. Cut them off from all access to government services except immediate life-saving medical treatment (and deport them once they're stabilized) including schooling and punish the tar out of those who employ them of give them loans and you'll soon see very few illegals roaming the streets. Those convicted of violent crimes who are in the country illegally should be executed with no appeals.

Simple Question:

If they refuse to leave after their time is up, are they going to deport them then?

So is Bush hoping that some future President will do what he lacks the spine to do - enforce the law?

Or more likely, does he think that if Americans are stupid enough to buy his "temporary" lie, that they'll also accept the most likely next step: future legislation to give all the never-left "temporary workers" full green cards and then citizenship.
