I went to the above site and read the second article at the USTR regarding China. The WTO and the SecretariAT along with the vice Minister are all congratulating themselves regarding this visit with HU. Geneva sends congratulations also. Nowhere was Bush mentioned as a negotiator. Just a bunch of UN minions taking credit for how wonderful they are. Sarcasm
Technically, I doubt Bush was the negotiator. He has a big staff, you know. (about a million federal employees). Nonetheless it shows progress, especially as pirating intellectual property has been a huge issue.
