An interesing comment on possible/likely "affirmative action" or "Democrat action" in the CIA during the Clinton years: "former spook" says that her promotion to National Intelligence Officer (NIO) in 1994 was a 'meteoric' rise compared to more distinguished people he knew who took much longer to reach that level:

http://formerspook.blogspot.com/2006/04/leaker.html

Equally interesting is her meteoric rise within the intelligence community. According to her bio, she joined the CIA as an analyst in 1984. Within seven years, she had rise to a Deputy NIO position, and reached full NIO status by 1994. To reach that level, she literally catapulted over dozens of more senior officers--and I'm guessing that her political connections didn't hurt. By comparison, I know a current NIO, with a resume and academic credentials more impressive than Ms. McCarthy's, who reached the position after more than 20 years of extraordinarily distinguished service. McCarthy's rapid advancement speaks volumes about how the Clinton Administration did business, and sheds new light on the intelligence failures that set the stage for 9-11. We can only wonder how many other political hacks climbed the intel food chain under Clinton--and remain in place to this day.

Gary Porter, Guy Gran and William Goodfellow (Indochina Resource Center, Center for International Policy, etc). who denied, before Congress, that the Khmer Rouge were practicing genocide in Cambodia, and at the very time that it was happening. Even liberal Rep. Stephen Solarz (D-NY), 1976 hearings, literally called them liars and psychopaths. (Probably House Foreign Affairs or International Affairs Committee, subcommittee on Asia, hearings, 1976-77. Might be entitled "Human Rights in Cambodia".

Prof. George McT. Kahin, in his book on "The US in Vietnam" devoted only one line to Ho Chi MInh's bloody repression in the North during the "Land Reform" and "Land Rectification" programs in which tens of thousands of "landlords" were slaughtered. Figures range from 50,000 to 500,000.

Harrison Salisbury was a good propagandist for Hanoi (N Y Times).

John Kerry and his anti-American IPS playmates

In the mid-80s the Senate Subcommittee on Narcotics, Terrorism and International Operations was set up with John Kerry's help. What became known as the "John Kerry Committee" quickly became a vicious means of opposing President Reagan's policy of ridding Central America of Marxist-Leninist thugs.

John Kerry put Gary Porter, a fellow of the IPS, on his payroll as a legislative aid. This is of particular interest because Kerry's anti-defense and intelligence voting record exactly mirrors the IPS's anti-defense and anti-intelligence proposals, which in turn toed the Soviet line.

It was the pro-Castro Richard Barnet, cofounder of the IPS, who accused the CIA of being a "criminal enterprise that must be dismantled". Kerry agreed with Barnet to the extent that even after the 1993 Twin Towers bombing he still tried to slash intelligence spending.

Porter and Peter Kornbluh, another pro-Soviet member of the IPS, helped arrange Kerry and Harkin's 1984 trip to Managua, the result of which persuaded the Senate to vote against the Contras.

IPS, the Institute for Policy Studies celebrates its 37th year as the only multi-issue progressive think tank in Washington, D.C. Through books, articles, films, conferences, and activist education IPS offers resources for progressive social change locally, nationally, and globally.

IPS has core programs on Peace and Security, the Global Economy, and Paths for the 21st Century, supplemented by several projects that address specific issues. These program areas are linked with each other and with coalitions around the country through the Progressive Challenge networking and outreach program, which unites single issue organizations and programs under a common, multi-issue progressive agenda entitled the Fairness Agenda for America.

The Institute also houses three other networking programs: The Social Action and Leadership School for Activists (SALSA), the Letelier/Moffitt Human Rights Awards program, and the IPS Publications Program. Through its classes, SALSA teaches activists how to manage, organize, communicate, and strategize more effectively. The Letelier/Moffitt Human Rights Awards annually honors outstanding human rights activists in memory of two IPS staff killed by a car bomb in 1976 under orders of the Chilean Secret Police.

Even without leapfrogging more senior persons, I'm sure that way too many Clintonistas rose to positions higher than their capabilities, simply because many career persons retired 'early' during the Clinton years as a matter of principle or disgust.
