Hizbullah, Hamas, and Islamic Jihad are not states and are not an "axis". They are the projection of asymmetric military power of the Syrians, the Palesites, and the Iranians respectively, though I'll grant that Iran is paying the bills right now.
Actually I have to take that back about Hamas. They are a "legitimately" elected government. The old communist Jimmy Carter says so.
