The issue of a guest worker program is completely separate from the issue of illegal aliens.

We have a guest worker program. It may need to be reformed but illegal aliens are those who have not applied to be guest workers.

That is the best summary of the issue I've heard. And will repeat, if you don't mind ;)

We could reform our guest worker program, but the current batch of people illegally residing in and taking from our country shouldn't qualify for it.
