This story stinks of police being someplace they did not belong. If they are pursuing a suspect, within sight, then OK. On a cold trail with a dog, no way!!! That dog may have been following a bitch in heat for all they knew.
I handled and trained attack and patrol dogs for 15 years.
Bad cops and a story that shouldn't hold up in court.

Back to the story ~ there was a helicopter overhead. It was hot pursuit. The guys on the ground, with the dog, were hardly following a cold trail ~ they were following instructions from their spotter.
