As late as 2002, The Federales were assembling and co-ordinating groups of Illegals on the Mexico side.Grupo Beta is probably involved. Their stated purpose is to help the illegals out when they're in trouble, but I wouldn't doubt for a second that they're complicit in smuggling operations.
