"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

Personally, I think Tony will ask the President not to offer the job to him so he doesn't have to turn it down.
The current job provides a bigger, better pulpit (unfiltered by the creeps in the WH press corps), at better pay, with full access to the family life. Volunteering for an obscene paycut to be a punching bag is not a good choice.
That would be the smart choice.
