Perhaps the management has done some math, and came to the conclusion that in order to comply with some ridiculous government regulation would cost more that the restaurant is currently making in profits? Perhaps this is nothing more than a business decision, and there is no hidden agenda. There is more to complying with ADA than just putting in an elevator. Most elevators require major building modifications, and a great deal of engineering. Perhaps we need to rework the ADA so that it does not drive people out of business in order to comply.

The hotel does not make profits from the restaurant, which leases the space. It is strictly the landlord.
