Without them, people could transmit big wattage on the TV/radio/phone/telecomm frequencies we use, stepping on the channels without repercussion. Blast what they want into the middle of the game/movie/program/song you're taking in. Kids with transmitters blasting porn and cussing into everything. Jamming safety and air traffic channels. Sounds like fun! Can't wait.
