Of course the bad guys are shooting anything they can dig up. Russian, Chinese, whatever.

Samo-samo. The bad guys don't have any rules but know they can tie us up with our own "sensitivities", legal system, concerns about public opinion (even from non-US public), or how we worry that we might upset the ones we haven't yet killed.
