At most, it says that Allen wants a review of Roe v. Wade to account for modern scientific studies on life (which he believes have determined the right to life to begin at viability or brainwaves). He supports waiting for the courts to grant the states "more discretion" in restricting abortion.
It's telling that Allen doesn't come out and say the Roe should be completely overturned.
