my point was that the VAST majority of attendees could NOT speak English, so it made little sense for the speeches to be IN English.

imVho, there needs to be an OFFICIAL POLICY of "English ONLY" in all government & business documents, UNLESS all persons affected by those documents are "other than English speakers".
