Purcell girl found dead
The Norman Transcript

Neighbor arrested for murder; investigators temporarily rule out chatroom abductor

By Melissa A. Wabnitz

Transcript Staff Writer

PURCELL -- Just steps from her father's apartment on N. 8th St, investigators said they identified and apprehended Friday afternoon a 26-year-old man they believe is responsible for the kidnapping and subsequent murder of 10-year-old Jamie Rose Bolin.

Bolin was reported missing after she failed to return home Wednesday afternoon from a trip to the library.

A downstairs neighbor, Kevin Ray Underwood, is being held without bond in the McClain County Jail today and will be charged with one count of first degree murder Monday, said District Attorney Tim Kuykendall at a press conference late Friday night.

"In my 24 years as a prosecutor, I have never, ever been involved in a case that was quite as atrocious, heinous and as cruel as to what happened to this little girl," Kuykendall said. "We intend to seek the death penalty on this."

As of press time, officials were securing search warrants for Underwood's car and apartment, both sites which may yield even more charges, Kuykendall said.

Earlier in the investigation, it was believed Bolin was abducted by a possible Internet contact who drove a dark blue Tahoe. Friday night, Kuykendall said "as it turns out, the information is probably going to be unrelated (to Bolin's murder)."

Police apprehended Underwood at his apartment around 4 p.m. Friday after he began acting suspiciously at a police roadblock earlier that day.

The neighbor, said Bolin's aunt Linda Chiles, "pretty much kept to himself" and was relatively unknown to Bolin or her father, Curtis.

As of press time, Kim Carter of the Oklahoma State Bureau of Investigation, said he was unable to determine how long Bolin was kept alive at the apartment before she was killed, nor were officials able to release any details related to the ongoing investigation.

"This is not like TV, it will not be wrapped up in a 60-second present," he said.

Jamie's uncle, Mark Chiles, still reeling from the news that his 10-year-old niece was kidnapped, likely held against her will and killed, said he warned parents everywhere to "hold onto their kids tight."

"This happened less than 10 feet of where (her father lived)," he said. "People need to know who their neighbors are."

Family members intend to set up an emergency fund at Bank of Oklahoma, Linda Chiles said. For more information, inquire at the Purcell Police Department, 527-4600.

Where common sense (remember that?) tells you to stop. We don't kill people who flip off other drivers, we kill people who are a clear danger to the community. And by the way, rape is a violent crime: I would be all for the dp for a serial rapist, just as I would be for a serial child molester.

I seriously dislike the term "molest" when it includes actual rape rather than fondling.

"Or his records as a minor have been expunged..."

No records are expunged, even minors. When you run an FBI rapsheet that rapsheet includes the offenses committed as a minor.

Really? I didn't know that. So what actually happens when a court expunges the record?

(BTW, I'm comforted to a large degree knowing that someone somewhere has the ability to keep track).

They still show up. I know. I used to run them.

I wonder if they show up on a local PD rapsheet?

Yes. Every local PD and most law enforcement agencies, like the one I work for get their data from the FBI.

Just a FYI.

Take a look at the comments in his blog at the address posted above. Someone notes his "best friend" is a ringer for the wanted posters.

I am NOT defending this guy, especially with what appear to be his blog entries. Just documenting a comment later on in the responses that is interesting.

In any case, a horrible awful tragedy for this little girls family. May God comfort them.

There was also Carlie Brucia before Jessica.

Carlie's killer was on probation and his parole officer had taken him before a judge( a few months before she was killed) asking he be reincarcerated for violating probation. The judge let him walk.

He just got the death penalty! Hopefully he won't get out of that.

"just as I would be for a serial child molester."

Serial? No more "one strike, you're dead" rhetoric from you?

I'll be watching.

Point out where I said "one strike you're dead." List the exact quote, and the message number. Otherwise, apologize.

The person they put out the BOLO on turns out not to be the killer.

Is anyone else FED UP with the horrific violence inflicted on children by these vile predators and the fact that they're allowed to roam the streets, often after serving minor amounts of time in prison? Why haven't child killers been put to death and those that kidnap but don't murder children should receive automatic life imprisonment, no damned parole.

YES! IT's time to say ENOUGH of this barely slapping on the wrist for pedophile perps.

Have that person been identified? I'm just curious.

Should probably do a little research, I just really started paying attention to this after reading this thread and the the suspected killers blog entries. Chilling.

Are you saying that you've never called for the death of a non-serial child molester or implied that he should be killed?

Most predators are easy to capture, because their sick desires cloud their judgement, thus making them pretty inept criminals. Unfortunately, our problem isn't in catching predators, it's in keeping them locked up.

Exactly. There's an attorney here, or used to be before Katrina, whose sole practice is going through death penalty cases and getting the perps off on obscure technicalities. His name is Clive Stafford Smith, a British anti death penalty advocate.

There was one case here in particular where the perp hid the body of a 6 year old in his closet over the weekend. He was questioned by the police several times. He got a retrial and instead of frying he's got I think 25 years. I will have to look it up.

No, you've never used the exact words, "one strike you're dead". Just words to that effect. So I won't apologize, though you should for your blood-lust attitude.

Please, re-read my post #91. No, wait, I'll say it again, since you seem to be having problems:

Point out where I said "one strike you're dead." List the exact quote, and the message number. Otherwise, apologize.

You said, and I quote you, Serial? No more "one strike, you're dead" rhetoric from you? I think it's only fair that you point out where I said that. If you can't, you should apologize for misquoting me.

I just have to say after working with several as a case manager, they need to be either locked up or executed. Every last one of the perps on my case load reoffended and ended up back in jail. The state spent a ton of money trying to give these yahoos one more chance over and over again.

I'm not even talking about dummies fooling around with older teens but serial pedophiles that target young children. They are predators who will reoffend. They stalk their victims, groom them and break their trust just to satisfy their sick sexual compulsions.

Blood lust? I don't think so. Please also re-read the post about the bill they're proposing in Oklahoma. It doesn't say death penalty for one offense. It's for multiple offenders.
