Neighbor arrested for murder; investigators temporarily rule out chatroom abductor

PURCELL -- Just steps from her father's apartment on N. 8th St, investigators said they identified and apprehended Friday afternoon a 26-year-old man they believe is responsible for the kidnapping and subsequent murder of 10-year-old Jamie Rose Bolin.

Bolin was reported missing after she failed to return home Wednesday afternoon from a trip to the library.

A downstairs neighbor, Kevin Ray Underwood, is being held without bond in the McClain County Jail today and will be charged with one count of first degree murder Monday, said District Attorney Tim Kuykendall at a press conference late Friday night.

"In my 24 years as a prosecutor, I have never, ever been involved in a case that was quite as atrocious, heinous and as cruel as to what happened to this little girl," Kuykendall said. "We intend to seek the death penalty on this."

As of press time, officials were securing search warrants for Underwood's car and apartment, both sites which may yield even more charges, Kuykendall said.

Earlier in the investigation, it was believed Bolin was abducted by a possible Internet contact who drove a dark blue Tahoe. Friday night, Kuykendall said "as it turns out, the information is probably going to be unrelated (to Bolin's murder)."

Police apprehended Underwood at his apartment around 4 p.m. Friday after he began acting suspiciously at a police roadblock earlier that day.

The neighbor, said Bolin's aunt Linda Chiles, "pretty much kept to himself" and was relatively unknown to Bolin or her father, Curtis.

As of press time, Kim Carter of the Oklahoma State Bureau of Investigation, said he was unable to determine how long Bolin was kept alive at the apartment before she was killed, nor were officials able to release any details related to the ongoing investigation.

"This is not like TV, it will not be wrapped up in a 60-second present," he said.

Jamie's uncle, Mark Chiles, still reeling from the news that his 10-year-old niece was kidnapped, likely held against her will and killed, said he warned parents everywhere to "hold onto their kids tight."

"This happened less than 10 feet of where (her father lived)," he said. "People need to know who their neighbors are."

Family members intend to set up an emergency fund at Bank of Oklahoma, Linda Chiles said. For more information, inquire at the Purcell Police Department, 527-4600.

I say put him in prison with the general population. Child molesters/killers are the scum and low lives in prison. They are the lowest of the low. They will be either badly or dead.

If the authorities dont the citizens will start- People who molest and kill children dont get better. Jesus may forgive their souls if they ask, but although I'm christian, I'm not Jesus ( Sorry God, I really am trying but I dont have this ability) . The predators are definitely old testament treatment in my opinion. Kill a child, you should die. Torture a child, you should die. Treat these violent offenders as rabid dogs. For anyone on the thread who thinks its dehumanizing to make that statement, they dehumanized themselves when they made the decision to commit the abomination towards a child. I LOVE pretty much everyone, but I also HATE evil.

They seem to think so. Apparently she didn't have a computer in her home. I'm not sure what went wrong here, but I've also been told that kids under 12 are supposed to have an adult (over 18) with them if they use the library computers. So, either the adult didn't pay attention to what she was doing, OR there wasn't an adult and the library let her use the computers anyway. I think the library is going to take some heat from this.

He was extra evil and should be given the death penalty -- at a minimum. And I don't want to hear that he had a bad childhood.

One of the earliest stories said Jamie had to go get some keys of some kind to get in the library. Any ideas what that was about?

Not that it matters now - I think this monster probably got her as she was coming home. Just wondering about the guy at the library in the Tahoe. Underwood wouldn't have had TX plates.

And BTW, I found no priors for him, not even a traffic ticket. Nor for his immediate family or his friend Chris - just some felonies and prison time for Chris's brother.

This is just sad, sad, sad. Imagine if this ever happened to your own child and they insisted she had "run away." OMG. I would NEVER get over that, much less everything else. It reminds me of that case (Florida?) recently where the little girl was held captive in a nearby mobile home for a few days. ARRRRGH!

Jamie’s aunt, Linda Chiles of Guthrie, said that to get to the apartment where Jamie’s family lives, one has to walk by Underwood’s apartment.

“We were sitting outside his patio door the entire time,” Chiles said. “The fact that the family sat there for three days is probably the reason he was not able to get that body out of the apartment. We don’t know what condition her body is in [but] she has been killed. She’s gone.”

Chiles said that the family is distraught.

“That guy took a life that had just begun,” she said. “Her daddy is not going to walk her down the aisle. She’s not going to have babies. She’s not going to get married. I mean, it’s over for her, and this guy is sitting all cozy in a jail cell eating dinner right now and that’s the reality of it.”

Chiles said the family didn’t yet know when Jamie was killed.

“I don’t know if it’s a good thing to know because, honestly, we could have been sitting there at the very moment he killed her and that’s an awful thing to think about.”

Let us presume that the suspect is actually the perpetrator.

With continual advances in forensics, this was a stupid move on his part unless he completely dismembered the body in a remote location, destroyed all tools and items used before, during, and after the commission of his crimes, and disposed of the remains in such a way that they would not be found. As it is, a few drops her blood on any of his clothes, a few strands of her hair at his apartment, a broken fingernail in his car, any of the above would place her in his company - the company of a person she did not have a connection with and who typically did not have access to her.

This poor girl doesn't need to be alive to tell the world what happened to her; the evidence left on her body and at the crime scene will do that for her.

Further, he compounded his own sentence by murdering her.

SO YEAH, FRY THE BASTARD.

From what I can decipher, in Texas it pretty much depends on how well a parent can convince their local law enforcement agency that their child isn't a runaway. (The link below also has a site for the Oklahoma laws.) Otherwise, you may be sitting there like these poor people did while your baby is being murdered a few feet away.

Texas laws regarding activation:

§ 411.355. Activation

(a) On the request of a local law enforcement agency, the department shall activate the alert system and notify appropriate participants in the alert system, as established by rule, if:

(1) the local law enforcement agency believes that a child has been abducted;

(2) the local law enforcement agency believes that the abducted child is in immediate danger of serious bodily injury or death;

(3) the local law enforcement agency confirms that an investigation has taken place that verifies the abduction and eliminates alternative explanations for the child's disappearance; and

(4) sufficient information is available to disseminate to the public that could assist in locating the child, a person suspected of abducting the child, or a vehicle suspected of being used in the abduction.

(b) The department may modify the criteria described by Subsection (a) as necessary for the proper implementation of the alert system.

 

If I knew how to do it without scaring my kids, I'm almost tempted to have them handwrite, sign, and date a letter saying "I would never run away from home! Please come find me!"

What else do you do? This just seems so preventable in some of these cases.
