The military was prevented from recruiting at USCD.

You, presumably, are trying to make a distinction between the prevention being a direct result of the administration and/or faculty vs. their student proxies. It's a moot point, since the university adminstration has legal control of the campus, and knew that the protest would take place, then they made no effort to prevent the protesters from blocking the recruiting.

The UCSD administration did it this way, because they thought they could get away with it. If the DOD calls their bluff (to the tune of $80M), all universities will get the message and this crap will stop.
