That might create a few awkward situations since Berkeley is in charge of Los Alamos National Laboratory, Lawrence Livermore National Laboratory, the Lawrence Berkeley National Laboratory and several other highly classified government operations. The government is already in bed with the universites and has been for 50 years. Holding them accountable for defying the law is as difficult as enforcing security regulations.
"Difficult" does not mean it can't be done. I don't feel comfortable with most universities having anything do to with "highly classified" matters, given their reluctance to support our troops, the President, and the United States.
