Are you sure you don't mean that this is the fourth clinton appointed General?

I believe that Batiste made Brigadier under under bill and his second star under W, prior to 9/11.

He was a Colonel with a Brigade in clinton's war in Bosnia in 1996, a staff officer in Italy in 1997 and an assistant Brigade Commander Co in the 1st Cav at Fort Hood until 2000 when he went to the Joint Chiefs as a Deputy Director of some sort. He commanded the Big Red One in Iraq, from I believe, 2002 or 03 until 2004, until he retired. I'm not certain of the dates. Perhaps some former soldier from the 1st ID knows more about him.

It appears that getting Flag rank under bill goes hand in glove with opposing W and Rummy over Iraq.

Perhaps Bush should have purged all clintonistas from the government and military like bill did with so many of H. W. Bush's people.
