Democratic gubernatorial candidate Phil Angelides said Tuesday he would pursue ballot initiatives to close tax loopholes and increase taxes on the state's highest income earners as governor if he cannot persuade the Legislature to approve those changes.
In a meeting with The Bee's Capitol Bureau, Angelides cast education funding as a "moral issue." He accused Democratic rival and state Controller Steve Westly, as well as Republican Gov. Arnold Schwarzenegger, of lacking fiscal plans to pay for schools and the state's budget deficit.
Angelides, the state treasurer, has staked his own pledges to increase education funding, lower college tuition and solve the state's budget problems on his hope to raise billions of dollars in additional tax revenues to pay for them.
He said it may be difficult as governor to obtain the bipartisan two-thirds vote from the Legislature required to approve tax changes or overturn loopholes. But he said he would "use every chit, every piece of moral suasion, every power I have as governor" to obtain the necessary votes.
"I'm going to take my level-best shot at doing it first with the Legislature and, if necessary, the people of the state at a regular election, not a special election," Angelides said.
"It is a matter of a moral imperative, because I have no doubt the money's there."

With all the illegals, that translates into everyone who makes over $10 bucks an hour.
If illegals and their US born kids were paying their fair share of taxes, taxes for citizens shouldn't have to go up to pay for the illegals' kids' schooling.
Hence, they aren't paying their fair share in taxes.
Give me a job AND pay for my kid.

Kalifornia is spending over $8000/pupil statewide. They still cannot graduate kids who can pass a simple "exit exam". A school district in San Fran area is voting to defy the law about the exit exam and give their pupils a diploma. Only one school board member had the guts to stand up to the kids and parents and tell them the pupils had a duty and job to show up for school and apply themselves to learning.
Not many whites in the room of protestors.
