We currently have approximately 11,500 BP Agents.

When you hire 3,000, you have to take into account for the retirees, the one that quite and the ones that don't make it through the academy.

I guess the President didn't account for those.

If we have 11,500 BP agents .... then we have 2,000 more than we did when President Bush took office.

That is called an "increase", here in conservative land.

President Bush approves the funding, signs the bill...it's up to the department/agency to recruit and hire people to fill out the force to 12,500. Which as per his speech in Arizona in 2005, is programmed to occur this year.
