Based on Rush's interview with the '24' Guys, the president on the show isn't supposed to be like Bush, but is more like Nixon. BY that, I take it they mean he is covering up actions he thinks need to be done. Yet, to me that describes LBJ more than Nixon.
Actually the way the guy really "loves" his wife, Clinton came to mind. But Johnson or Carter will do. Logan's a Dem for sure.
