Perot showed people that change was possible, he made them feel like they could effect a change in leadership, he rode a wave of discontent and steered people along with him. That wave of discontent ultimately cost the democrats contol of congress.
In the end, no matter what you say, Perot told americans they could be a force for change and could change the government if they were unhappy with it, and in 1994 they did.
If anything republicans were caught with their pants down by Perot and it took them two years to figure out a way to capitolize on Perot's success.
Newt's Contract With America is a direct result of the GOP winning the House. Had nothing to do with Perot's "sucking sound" speech in 1992.
Perot only persuaded those foolish enough to vote for him. The democrats lost the house because House republicans ran on the Contract With America in 1994. The CWA was a litany of bold ideas proposed by Gingrich that every American could identify with. Democrats haven't had bold new ideas since the Great Welfare State was proposed by LBJ over 40 years ago.
